eHealth and telemedicine in Austria
The homepage of the Federal Minitry of Health and Women summarises the current views and priorities in the fields on eHealth, including telemedicine. In cooperation with the regions and the health insurance providers, the ministry signed an agreement on management and financing of health care in Austria, the "§15a Vereinbarung" for the years 2017 to 2020. This also summarises the main lines of activity planned for the timeframe.
More detailed plans and goals were agreed on in 2013, and formally settled in a contract, the "Bundes-Zielsteuerungsvertrag", covering the timeframe 2013-2016. A further contract covering the years 2017-2020 is being developed, and expected before summer 2017.
ELGA is the main national IT infrastructure activity in Austrian health care. Even in the middle of the roll-out, it has already sparked significant innovation. A unique opportunity to witness history in health informatics.
The Austrian Federal Ministry of Science, Research and Economy and the Austrian Federal Ministry of Transport, Innovation and Technology have launched the "Open Innovation Initiative". See there for the Austrian strategy and for many ways to cooperate and interact.
2017-2020. ProEmpower is a pre–commercial procurement (PCP) project to buy R&D (research and development) services to improve the treatment and self-management of diabetes type 2 patients using a Personalised Diabetes Management Solution.
Improving detection of type II diabetes and improving treatment through person-centred and personalised care. Addressing the problems of patient; improve knowledge of diabetes; support patient’s in communicating their treatment preference to physicians and support them in aiming for a healthy lifestyle. Finally we are striving to stop the onsets of diabetes and through that avoid complications.
2016-2018. The eHealth Interoperability Conformity Assessment Scheme for Europe (EURO-CAS) will between 2016 and 2018 develop the sustainable Conformity Assessment Scheme (CAS) for Europe, which will promote the adoption and take-up of interoperability testing of eHealth solutions against identified eHealth standards and profiles defined in the Refined eHealth European Interoperability Framework.
IHE and the Personal Connected Health Alliance (PCHA) / Continua are partners in EURO-CAS. The results may be valuable for implementing telemonitoring applications on a large scale in Austria.
2016. A key achievement of the European Innovation Partnership on Active and Healthy Ageing (EIP on AHA)’s B3 Action Group on Integrated Care has been the development of a conceptual model for regions to assess their readiness for integrated care – the B3 Maturity Model.
SCIROCCO aims to develop the Maturity Model into a validated and tested self-assessment tool that will facilitate the successful scaling up and transfer of good practices in integrated care across European regions. The project will explore how matching the complementary strengths and weaknesses of regions can deliver two major benefits:
- A strong basis for successful twinning and coaching that facilitates shared learning;
- A practical support for the scaling up of good practices that promote active and healthy ageing and participation in the community.
BRIDGE Health: BRidging Information and Data Generation for Evidence-based Health policy and research
2015-2017. The BRIDGE Health project aims to prepare the transition towards a sustainable and integrated EU health information system for both public health and research purposes. The project was launched in May 2015 and will be running for 30 months. It includes 31 partners in 16 countries. The project bridges the best of EU projects in domains of population and health system monitoring, indicator development, health examination surveys, environment and health, population injury and disease registries, clinical and administrative health data collection systems and methods of health systems monitoring and evaluation. BRIDGE Health is supported under the EU action of the Public Health Programme implemented by the Consumers, Health and Food Executive Agency of the European Commission.
TIGER (Technology Informatics Guiding Education Reform) is focused on education reform and interprofessional community development. The spirit of TIGER is to maximize the integration of technology and informatics into seamless practice, education and research resource development.
